Prison
In order to save money, the mentally ill could be medicated so that they would be able to go back into society. What they did not realize is that many of them will not take their medication and end up on the streets. I see them everyday, people talking to themselves, yelling at themselves and others, fighting telephone poles and building and directing traffic.
Their meds are alcohol (including rubbing alcohol and shaving lotion), crack, heroin and other drugs.
Many will commit crimes to get off the streets and into jail or prison.
One of the reasons for the Supermax prisons is to house the mentally ill. This way they can warehouse them and not bother with them. They don't get the meds so that they can be in their own worlds in their cells alone.
It is cheaper to do it this way. Who cares about the mentally ill?
