Adult Prison Parole

Here’s how an OLD Conservative looks at it and that’s the MONEY spent on keeping prisoners in prison. There’s also the Humanity of it all. At one time I had been informed that it took to keep each prisoner in prison $25,000 a year, that would vary between each state, and that doesn’t include emergency medical services like heart surgery (heart transplant) or any kind of transplant. In the state of Missouri we’ve had a least one Heart Transplant, BIG BUCKS. If the court system were to also sentence a person, for embezzling $250,000, to ten years in prison then how much would it cost us to hold them there. From my count that would be $250,000. Minus court costs, if he or she doesn’t have any major Medical needs. So who’s paying for the crime?? We the tax payer.

We just can’t open the Gates and say your all Free get the Hell out of here. That’s just not logical although I believe it was California that did it once by releasing all their Death Row prisoners on a violation of the constitution. All those released, but one, never came back to death row. Makes one wonder as to why we sentence people to death and how many were innocent.

So how could we reduce the prison population and still be safe and who could we trust. I have found out in life that you can’t trust anyone period. But we can’t live a life such as that. We would spend all out life pinned up in our homes and be afraid to go out. So we have to have Trust, but not one-hundred percent. In other words, “In GOD we trust, all others pay cash”.

Parole:

In some respects parole is an incentive to stay out of trouble. The parole board looks at your record over the years that you have been there before rendering a decision. Best have it clean. It’s a good policy however, but, it can be improved a lot.

Monitoring Parole Prisoners:

At the present time a prisoner is monitored by an agent that the prisoner has to check back with by an appointed time. There fore there are many agents that have to be hired the cost of that must be Huge. What I suggest is that we monitor each prisoner by satellite, having a monitor on each prisoner. The Monitor or chip, can either be imbedded under the skin or bound as a bracelet around their leg. If they can monitor kids that way why not prisoners.

Each prisoner would be designated a certain area within a grid that he or she would be allowed to live and work. A computer would monitor the prisoner by satellite. Does it sound crazy?? If a satellite can monitor and find a car and then tell the driver where he is, then it should be able to find any prisoner with a monitor on and tell or print out where that prisoner is. If that prisoner is out side the designated area then it would set off an alarm to alert the police. If the prisoner were to some how discard the monitor by lock cutter or operation then the satellite would

Inform the computer and it would set off an alarm to the Police.

COST:

So what would be the cost. Well in the first place this would have to have the approval of the prisoner in writing. The prisoner would be responsible for the expense of the program. For instance he would have to pay out maybe a hundred dollars a month for having himself monitored. Also he should pay out an additional one hundred dollars to be set aside in a bank. This extra hundred dollars would be used for paying the expense of looking for that prisoner should he decide to violate his parole. If he doesn’t try to escape then when his parole is over that money should be returned to that person. Then there’s the cost of all those Parole agents that wouldn’t be needed. The computer could be set up in a police station to monitor. The computer would alarm the police if problems arise.

SO WHY THIS PROGRAM:

Right now there are those prisoners that are being let out when parole time comes up and that’s O’K. They are judged to be safe by the parole board. What I am talking about are those prisoner that could be let out long before their time of release. A Supreme Court Judge in Missouri said that at least 53% of prisoners are none violent. I would say that it’s a lot higher than that.

In General:

A monitoring program would allow for a person to be housed in his home and to work for his up keep there by cutting costs to the state and government. If he were to leave that grid area that has been assigned to him the monitor being monitored by the satellite would alarm the police and inform them of his last location. If the monitor would be cut then the computer would advise the police as to where it was.

Summery:

Some where in this BEAST of Government there must be a person of Wisdom that is interested and Humane enough to get a program such as this started. However, it would be just the first step in Prison Reform. Most Civilized countries don’t kill their prisoners. I some times wonder what we are.
